I have a udoo installed in a remote location and sometimes there is a scenario when:

    1. There is a power loss.
    2. When power is restored, Windows 10 boots and starts repairing itself.
    3. For some reason, the repair fails and windows sends a shutdown signal. Udoo turns off and the yellow light on the motherboard turns on.
    4. I press the button on the motherboard to boot udoo back up. This time windows 10 boots normally and everything is back to normal.

So basically, is there a way how I could get the udoo to never shut down? For example, when windows sends a "power off" signal it would only do a power cycle and not actually turn off?

Perhaps you could consider this option in future BIOS updates?

Another option for you would be to install a small UPS so at powerloss the udoo can shutdown properly and boot again properly without repair when power is restored.

It would be easier if the BIOS had a simple "never turn off" function.

Easier but not better. Power loss without proper shutdown will kill your sd/HDD/emmc eventually.

I do not understand what you mean with "how I could get the udoo to never shut down"? If there is a power loss, the Udoo always will shutdown beacuase there is no power :). It is not windows that gives the command to shutdown. It is like pulling the plug from any powered device without a backup power source (UPS).

And what about the Bios option: Power Fail Resume Type
    • Always ON
    • Always OFF
    • Last State

Power fail resume is "Always ON".

When I mean "never shut down" is when I shutdown windows normally, for example (power-shut down). When udoo detects a power-off signal, it needs powers off and then immediately power back on.

This is needed if windows decides to shut itself down on it's own.

You can perhaps play with the watchdog options in EUFI (par 4.5.2 of the user manual) but i have no ideas how this functions with windows 10.
A watchdog is a utility that can monitor if the system is still responsive. If not it will shutdown properly or reboot.

I think that once udoo is shut down (the orange light is on), the watchdog has no effect.
