It's been awhile. I vaguely remember installing W10 1809 64bit is not a problem.
Drivers might have been fetched from the Internet during the installation process, but I do not remember.

I just installed and have been working through 1903..
I had to disable TPM (security) in the setup and eMMC in windows device manager.
I downloaded the latest drivers from amd for the vega embedded chipset.
